The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.

The Pharmacy Benefit Manager Transparency Act of 2025 aims to regulate pharmacy benefit managers (PBMs) by prohibiting unfair pricing practices, requiring transparency in pricing and reporting, and protecting whistleblowers who report violations. It mandates PBMs to disclose drug costs, fees, and payments received from drug manufacturers, and it empowers the FTC and state attorneys general to enforce the Act. The Act also requires reports and studies on PBM practices to promote competition and lower drug costs. This law does not override existing state laws.

The "Capping Prescription Costs Act of 2025" aims to lower prescription drug costs by setting annual cost-sharing limits. Starting in 2026, individual out-of-pocket expenses for prescription drugs will be capped at $2,000, and family expenses at $4,000 under qualified health plans. These limits will be adjusted annually based on the consumer price index. The act also ensures that group health plans adhere to cost-sharing limits set by the Affordable Care Act.

The "Alternatives to PAIN Act" aims to improve access to non-opioid pain management for Medicare Part D beneficiaries starting in 2026. It eliminates the standard deductible and places qualifying non-opioid pain management drugs on the lowest cost-sharing tier. The bill also prohibits the use of step therapy and prior authorization requirements for these drugs, ensuring quicker access to alternative pain relief options.

This bill amends existing regulations to include Czechia in the list of countries whose citizens are eligible for admission into the United States as E-1 nonimmigrant traders, under the condition that the Czech government provides similar trade benefits to U.S. citizens. This change would allow Czech citizens to enter the U.S. for trade purposes if U.S. citizens are afforded the same opportunities in Czechia.

The "Family Farm and Small Business Exemption Act" exempts family farms and small businesses from being considered as assets when calculating eligibility for federal financial aid under the Higher Education Act of 1965. This exemption applies to family farms where the family resides and small businesses with 100 or fewer employees that the family owns and controls. These changes will apply to financial aid award years starting after the enactment of this Act.

The Wildfire Intelligence Collaboration and Coordination Act of 2025 establishes a Wildfire Intelligence Center within the Departments of Agriculture, Commerce, and Interior to improve the study, planning, coordination, and implementation of solutions for wildfire management. The center will facilitate collaboration and information sharing among federal and state agencies, tribal entities, academia, and the private sector, and provide real-time, science-based analytical services and decision support for all phases of fire management. A governing board with representatives from various federal agencies will administer the center, and an executive director will be appointed to manage daily operations and engage with the private sector. The center aims to enhance wildfire risk assessment, prediction, and response capabilities through improved data, technology, and coordination.

The "Retirement Fairness for Charities and Educational Institutions Act of 2025" modifies regulations for 403(b) plans under the Investment Company Act of 1940, the Securities Act of 1933, and the Securities Exchange Act of 1934. These modifications broaden exemptions from registration provisions for certain interests, participations, or securities related to 403(b) plans, especially those subject to Title I of the Employee Retirement Income Security Act of 1974, or where the employer acts as a fiduciary, or are governmental plans as defined in section 414. The goal is to expand the types of trusts, plans, and accounts that are excluded from being defined as investment companies. It also updates a section regarding exemptions from registration requirements for securities, adding a reference to plans described in section 3(a)(12)(C)(iv) of the Act.

This resolution supports the continuation of arms control agreements, particularly with Russia and China, to reduce nuclear threats and prevent nuclear war. The Act aims to protect individual autonomy in making decisions about contraception and reproductive health.

The "Banning SPR Oil Exports to Foreign Adversaries Act" prohibits the Secretary of Energy from exporting or selling petroleum products from the Strategic Petroleum Reserve to China, North Korea, Russia, Iran, or any entity controlled by these countries or the Chinese Communist Party, with a waiver option for national security interests. The Secretary must issue a rule to carry out this section within 60 days of enactment.

This act aims to improve understanding of the Holocaust, educate on preventing genocide and hate, and study the history of antisemitism.

The Disaster Mitigation and Tax Parity Act of 2025 allows individuals to exclude from their gross income any payments or benefits they receive from state-based catastrophe loss mitigation programs. These programs are designed to reduce property damage from natural disasters like windstorms, earthquakes, floods, or wildfires. This exclusion applies retroactively to taxable years starting after December 31, 2021, allowing individuals to claim refunds on previous tax returns.

The "Nancy Gardner Sewell Medicare Multi-Cancer Early Detection Screening Coverage Act" expands Medicare coverage to include innovative multi-cancer early detection screening tests starting in 2028. These tests, which use genomic sequencing to detect multiple cancer types, will be covered for eligible beneficiaries with age and frequency limitations. The payment amount for these tests will initially align with that of multi-target stool screening DNA tests. This new coverage aims to improve early cancer detection without affecting existing Medicare-covered cancer screenings.

This resolution designates the week beginning February 3, 2025, as "National Tribal Colleges and Universities Week," recognizing the vital role of TCUs in providing culturally relevant education to American Indians, Alaska Natives, and other students. TCUs serve over 230 federally recognized Indian Tribes by offering high-quality postsecondary education and workforce preparation. The resolution encourages the public to participate in activities and programs that support these institutions.

The "Fire-Safe Electrical Corridors Act of 2025" allows the Department of Agriculture to permit electrical utilities to remove trees and vegetation near power lines on National Forest System land to prevent wildfires without requiring a timber sale. If the utility sells the removed vegetation, the proceeds, minus transportation costs, must be given to the Secretary of Agriculture. The law ensures compliance with existing land management plans and environmental laws.

The "Coordinated Federal Response to Extreme Heat Act of 2025" aims to reduce health risks associated with extreme heat by establishing the National Integrated Heat Health Information System (NIHHIS) within the National Oceanic and Atmospheric Administration (NOAA). It also creates the NIHHIS Interagency Committee to coordinate federal efforts in preparing for, planning for, and responding to extreme heat events. The Act mandates the development of a strategic plan to improve data collection, research, and communication related to heat-related illnesses and deaths, and authorizes $5,000,000 annually from 2025 through 2029 for these activities.
