The HEIRS Act of 2025 aims to help families resolve issues related to Heirs Property. Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

The Protect Veteran Jobs Act allows wrongly fired or dismissed veterans in civil service jobs between January 20, 2025, and the Act's enactment date to be reinstated to their previous position or a similar one. It mandates executive branch agencies to report to Congress every three months on all veteran employees who were fired or dismissed and the reasons for their termination, effective until January 20, 2029. The Act relies on existing U.S. Code definitions for key terms like "veteran" and "civil service."

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the 761st Tank Battalion, also known as the "Black Panthers," in recognition of their courageous service and crucial contributions during World War II. The medal will be given to the National Museum of African American History and Culture for display, honoring the 761st as the first Black soldiers to serve in an American armored unit and their significant role in the Allied victory in Europe. The bill also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The bill also calls for the protection of Iranian political refugees in Albania.

The HEIR Act of 2025 amends regulations for Community Development Block Grant Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) programs to assist homeowners with heir properties or non-traditional documentation in proving property ownership after Presidentially declared disasters. It allows for the use of standardized affidavits and other forms of documentation to establish ownership. The Department of Housing and Urban Development is required to develop a standardized affidavit of ownership form for grantees to use.

The "Pay Our Coast Guard Parity Act of 2025" ensures that Coast Guard members receive equitable pay and benefits compared to other branches of the Armed Forces. The "Ending DOGE Conflicts Act" mandates that special government employees with financial ties to companies contracting with the federal government must adhere to strict financial disclosure requirements. It requires the Director of the Office of Government Ethics to certify these employees' financial reports and prohibits them from performing official duties until compliance is confirmed.

The Rural Obstetrics Readiness Act aims to improve maternal health outcomes in rural areas by establishing programs to train healthcare providers in obstetric emergency care, provide funding for necessary equipment and workforce development, implement teleconsultation programs, and study the challenges facing rural obstetric units. The Act authorizes grants for training, equipment, and telehealth programs, and requires a study on rural maternity ward closures and patient transport patterns.

The Taxpayer Data Protection Act limits access to the Treasury Department's payment systems to Treasury employees or contractors with satisfactory performance reviews and security clearances. It sets specific criteria for individuals accessing the system, including conflict of interest restrictions, training, and ethics agreements. The Act also mandates the Treasury Department's Inspector General to investigate and report to Congress on any unauthorized system use.

The "Protect Our Letter Carriers Act of 2025" aims to protect postal workers by allocating funds for high-security collection boxes and electronic mailbox keys. The "Caring for All Families Act" expands the definition of family members under the Family and Medical Leave Act (FMLA) to include domestic partners, in-laws, adult children, grandparents, grandchildren, siblings, and other individuals with close family-like relationships, allowing employees to take leave to care for them. It also allows employees to take additional leave for parental involvement in children's or grandchildren's education and extracurricular activities, and to meet family wellness needs, with certain limitations on the amount of leave that can be taken for these purposes. These provisions apply to both private-sector and federal employees.

The "Love Lives On Act of 2025" amends titles 10 and 38 of the United States Code to improve benefits and services for surviving spouses. This act modifies Dependency and Indemnity Compensation (DIC) rules, allowing surviving spouses who remarry to still receive benefits. Additionally, it ensures continued Survivor Benefit Plan annuity payments for certain remarried surviving spouses and expands TRICARE eligibility to include remarried widow/widowers whose subsequent marriage ended.
