The restrictions do not apply to abortions in cases of rape, incest, or when the mother's life is at risk.

This bill allocates $8,544,397.95 for the Committee on Rules' expenses in the 119th Congress, divided equally between the first and second sessions. Payments must be made through vouchers approved by the Chairman and the House Administration Committee. All funds are subject to the regulations set by the House Administration Committee.

The Families’ Rights and Responsibilities Act establishes the fundamental right of parents to direct the upbringing, education, and health care of their children. It mandates that the government cannot substantially burden these rights without a compelling interest and requires the use of the "strict scrutiny" legal standard in such cases. Additionally, the bill provides parents with the legal standing to challenge government interference in court and allows for the recovery of attorney's fees if they prevail.

The Qualified Immunity Act of 2025 codifies existing legal protections for law enforcement officers, shielding them from individual liability when their conduct does not violate clearly established law. The Title X Abortion Provider Prohibition Act amends the Public Health Service Act to prohibit Title X federal funding for entities that perform abortions, with specific exceptions for cases of rape, incest, or life-endangerment. The bill also establishes new annual reporting requirements for the Secretary of Health and Human Services regarding the distribution of these grants and the performance of permitted abortions.

The Grant Integrity and Border Security Act requires federal grant applicants to certify that they have not violated, and will not violate, federal laws prohibiting the harboring or transporting of illegal aliens. The bill mandates that agencies withhold grant funding from any recipient found to be in violation of these immigration statutes. Additionally, it establishes a reporting process for the Attorney General to notify the Office of Management and Budget of any individuals or entities investigated for or convicted of such violations.
