The bill mandates serial numbers and manufacturing dates on newly produced devices. Furthermore, it permits states to use federal Byrne grant funds for buy-back programs targeting these large-capacity magazines.

The Crypto ATM Fraud Prevention Act of 2025 aims to protect consumers from fraud at cryptocurrency kiosks by requiring kiosk operators to register with the Treasury Department, disclose transaction terms, implement anti-fraud policies, use blockchain analytics, and provide customer support. It sets transaction limits for new customers, requires verbal confirmation for larger transactions, and mandates refunds for fraudulently induced transactions. The Act also establishes penalties for non-compliance and ensures a dedicated communication channel for law enforcement to report suspected fraud.

The "Protecting Our Guests During Hostilities in Ukraine Act" establishes a "Ukrainian guest status" for individuals paroled into the U.S. under the Uniting for Ukraine program, allowing them to work in the U.S. This status begins from their initial parole date and expires 120 days after the Secretary of State determines it is safe for civilians to return to Ukraine, but can be revoked by Homeland Security if the individual poses a security risk.

This resolution supports designating February 15-22, 2025, as National FFA Week, celebrating the National FFA Organization's role in developing future leaders through agricultural education. It also recognizes the 90th anniversary of New Farmers of America and the 75th anniversary of the Future Farmers of America federal charter.

The "Theodore Roosevelt Presidential Library Museum Artifacts Act" authorizes the Secretary of the Interior to grant up to $50,000,000 to the Theodore Roosevelt Presidential Library Foundation for establishing the Theodore Roosevelt Presidential Library in Medora, North Dakota. The grant is contingent upon the Foundation securing $100,000,000 in matching funds from non-federal sources. The Act also allows the Secretary to loan federal artifacts and objects to the Foundation for use in the Library.

The "Born in the USA Act" prohibits the use of government funds to implement Executive Order 14160, which sought to deny citizenship to certain children born in the United States. The bill affirms that birthright citizenship is guaranteed by the 14th Amendment of the Constitution and cannot be rescinded by executive order.

The "Guard and Reserve GI Bill Parity Act of 2025" expands Post-9/11 GI Bill eligibility to National Guard members performing specific full-time duties. This includes active duty under title 10 or title 14, section 3713, as well as full-time National Guard duty or active duty within the National Guard. These changes are retroactive to service performed on or after September 11, 2001, and will take effect one year after enactment.
