The "Voluntary Public Access Improvement Act of 2025" allocates $150 million from 2025-2029 to improve public access to private lands for recreational purposes. The "Broadband Grant Tax Treatment Act" amends the Internal Revenue Code of 1986 to exclude broadband grants from gross income. This exclusion applies to grants from programs like the Broadband Equity, Access, and Deployment Program and other federal and state broadband initiatives. It prevents grantees from receiving a double benefit by disallowing deductions or credits for expenditures covered by these grants and requires a reduction in the property's adjusted basis by the grant amount. This change is effective for taxable years ending after March 11, 2021.

The North Platte Canteen Congressional Gold Medal Act authorizes the Speaker of the House and the President pro tempore of the Senate to present a Congressional Gold Medal to the individuals and communities who volunteered or donated to the North Platte Canteen during World War II. After the presentation, the medal will be given to the Lincoln County Historical Museum in North Platte, Nebraska, for public display. The Secretary of the Treasury is responsible for creating the gold medal, and the United States Mint is authorized to produce and sell bronze duplicates.

The "First Rhode Island Regiment Congressional Gold Medal Act" authorizes the creation of a Congressional Gold Medal to collectively honor the First Rhode Island Regiment for their heroic service during the Revolutionary War. This regiment, one of the first racially integrated units in American history, was composed of African American, Indigenous, and mixed-race soldiers. The gold medal will be presented to the Rhode Island State Library for public display and research, with the hope that it will also be exhibited at other locations associated with the Regiment. The Act also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The DRIVE Act of 2025 ensures that the Department of Veterans Affairs (VA) provides a mileage reimbursement rate for beneficiary travel that is at least equal to the federal rate provided to government employees. It also mandates that the VA process and pay these mileage allowances within 90 days of receiving a complete and accurate claim. This bill aims to reduce the financial burden on veterans when traveling to receive medical care.

The "Combating Illicit Xylazine Act" aims to combat the misuse of xylazine by classifying it as a Schedule III drug under the Controlled Substances Act, mandating its tracking, and directing the Sentencing Commission to review penalties for related offenses. It also requires reports to Congress on the prevalence, trafficking, and misuse of illicit xylazine. The bill includes exemptions and delayed effective dates for certain requirements to accommodate legitimate animal uses of xylazine.

The "End Double Taxation of Successful Consumer Claims Act" allows taxpayers to deduct attorney fees and court costs related to claims of consumer protection violations. This deduction applies to a broad range of violations under federal, state, and local laws, including those related to real estate, lending, credit, debt collection, product safety, and more. This change applies to attorney fees and court costs paid in taxable years ending after the enactment date of this Act, for judgments or settlements occurring in those taxable years.

This resolution supports the goals and ideals of "Career and Technical Education Month" by recognizing the importance of career and technical education (CTE) in preparing students for the workforce. It acknowledges the significant number of students enrolled in CTE programs and the positive impact of CTE on academic achievement and employability. The resolution expresses the Senate's support for designating February 2025 as Career and Technical Education Month.

The "Alternatives to PAIN Act" aims to improve access to non-opioid pain management for Medicare Part D beneficiaries starting in 2026. It eliminates the standard deductible and places qualifying non-opioid pain management drugs on the lowest cost-sharing tier. The bill also prohibits the use of step therapy and prior authorization requirements for these drugs, ensuring quicker access to alternative pain relief options.

The "Family Farm and Small Business Exemption Act" exempts family farms and small businesses from being considered as assets when calculating eligibility for federal financial aid under the Higher Education Act of 1965. This exemption applies to family farms where the family resides and small businesses with 100 or fewer employees that the family owns and controls. These changes will apply to financial aid award years starting after the enactment of this Act.

The "Protecting Sensitive Locations Act" amends the Immigration and Nationality Act to limit immigration enforcement actions within 1,000 feet of sensitive locations like schools and places of worship, requiring supervisor consultation and discreet conduct. Exceptions are allowed only in cases of national security or public safety threats or medical emergencies. The Act mandates annual training, detailed reporting of enforcement actions, and evidence suppression for violations, enhancing oversight and accountability in immigration enforcement.

The "Air Guard STATUS Act of 2025" mandates the Secretary of the Air Force to establish a permanent tuition assistance program for Air National Guard members. This program will utilize existing federal law to cover tuition and expenses for eligible members who meet specific training requirements. This standardization aims to unify tuition assistance benefits across all military services.

The "Foreign Assistance Accountability and Oversight Act" establishes a Director of Foreign Assistance within the State Department to optimize the impact of foreign assistance by aligning resources with foreign policy goals, measuring effectiveness, and promoting transparency. This director will lead strategic planning, budget processes, and program evaluations, ensuring resources are obligated in a timely manner. The "Love Lives On Act of 2025" modifies eligibility rules for Dependency and Indemnity Compensation (DIC) and Survivor Benefit Plan (SBP) payments for surviving spouses who remarry. It allows remarried surviving spouses to receive certain educational benefits and DIC, and it continues annuity payments to surviving spouses who remarry, particularly those whose spouses died on active duty. Additionally, the Act expands the definition of "dependent" under the TRICARE program to include remarried widows or widowers whose subsequent marriage has ended.
