The California Clean Coast Act of 2025 permanently prohibits any new oil and gas leasing activities in federal waters off the coast of California. This amendment to the Outer Continental Shelf Lands Act aims to protect California's coastal environment and economy. Existing leases issued before the enactment of this law are not affected.

The American Family Act establishes a refundable child tax credit with monthly advance payments, providing up to $300 per month per child, and creates a $500 tax credit for other dependents. The amount of the credit is reduced based on the taxpayer's income, with initial reductions starting at $150,000 for joint returns. The IRS will make monthly advance payments and establish an online portal for taxpayers to manage their payments and provide necessary information. This act terminates the existing annual child tax credit after 2024 and aims to provide regular financial support to families.

The "Tax Fairness for Workers Act" permits employees to deduct union dues and other employee business expenses above-the-line, bypassing previous deduction limitations. The Major Richard Star Act allows eligible combat-disabled veterans to receive both their retirement pay and disability compensation. This eliminates the previous offset that reduced retirement pay for those receiving disability compensation. The changes apply to payments beginning the month after enactment.

Trumka Protecting the Right to Organize Act of 2025, seeks to amend the National Labor Relations Act and other labor laws to strengthen protections for workers' rights to organize and collectively bargain. The American Dream and Promise Act of 2025 provides a pathway to permanent residency for eligible individuals who entered the United States as children and those with Temporary Protected Status (TPS) or Deferred Enforced Departure (DED). Title I, the Dream Act of 2025, establishes conditional permanent residency for eligible individuals who entered the U.S. as children. Title II, the American Promise Act of 2025, allows the Secretary of Homeland Security or the Attorney General to grant permanent resident status to eligible individuals from TPS or DED countries. Title III outlines general provisions, such as background checks, application processes, and fee exemptions, applicable to all seeking to adjust their status under this Act.

Ethan's Law aims to reduce gun violence by promoting responsible firearm storage. It establishes new requirements for securing firearms in homes to prevent access by minors and individuals prohibited from possessing them, with penalties for improper storage. The law also creates a grant program to support states and Indian Tribes in implementing similar safe storage laws and expresses that failure to safely store firearms constitutes negligence. Finally, the law states that if any part of the law is found to be invalid, the remaining parts will still be considered valid and remain in effect.

The "Love Lives On Act of 2025" amends titles 10 and 38 of the United States Code to improve benefits and services for surviving spouses. This act modifies Dependency and Indemnity Compensation (DIC) rules, allowing surviving spouses who remarry to still receive benefits. Additionally, it ensures continued Survivor Benefit Plan annuity payments for certain remarried surviving spouses and expands TRICARE eligibility to include remarried widow/widowers whose subsequent marriage ended.

This bill authorizes the Speaker of the House and the President pro tempore of the Senate to award a Congressional Gold Medal to the Freedom Riders, collectively, in recognition of their contributions to the Civil Rights movement. The medal will be displayed at the Smithsonian Institution and other appropriate locations, with bronze duplicates available for sale to the public. Funds from the United States Mint Public Enterprise Fund will cover the costs.
