The Securing Smart Investments in our Ports Act amends Title 46 of the United States Code to improve the geographic distribution of port infrastructure projects. This will be achieved when selecting projects for the Port and Intermodal Improvement Program. It will also improve the distribution of assistance for small inland river and coastal ports and terminals.

The "Sanctioning Russia Act of 2025" mandates a wide range of sanctions on Russia, its government, affiliated individuals and entities, and sectors of its economy in response to actions against Ukraine. It requires the President to make regular determinations regarding Russia's behavior and imposes escalating penalties, including financial restrictions, import bans, and increased duties, if Russia refuses to negotiate peace, violates agreements, or takes further aggressive actions against Ukraine. The Act also targets international entities that support Russia's sanctioned activities and sets conditions for the termination and reimposition of sanctions based on Russia's adherence to peace agreements.

This resolution honors the life and distinguished career of former Wyoming Senator Alan K. Simpson, recognizing his public service, military service, and contributions to Wyoming and the nation. It celebrates his work on border security, veterans affairs, entitlement reform, and fiscal responsibility, as well as his dedication to various Wyoming institutions. The resolution expresses sorrow at his passing, directs communication to the House of Representatives and his family, and adjourns the Senate in his memory.

The Unity through Service Act of 2025 aims to enhance military, national, and public service opportunities by establishing an Interagency Council on Service to coordinate recruitment strategies and promote civic responsibility. It facilitates joint market research and advertising programs between the Department of Defense, the Corporation for National and Community Service, and the Peace Corps. The Act also improves transition opportunities for service members and national service participants by integrating information and training on public service careers. Finally, it mandates regular reports to Congress on the progress of these initiatives and studies on recruitment and retention strategies.

This resolution celebrates the centennial anniversary of WOWO, a historic radio station recognized as one of America's first, for its century-long broadcasting excellence. It acknowledges WOWO's significant role in informing and strengthening communities, and supports its ongoing mission to educate and inspire future generations.

The "Safe and Secure Transportation of American Energy Act" amends title 49 of the United States Code to broaden criminal penalties for damaging or destroying pipeline facilities. It expands the scope of prohibited actions to include vandalizing, tampering, disrupting the operation or construction of, or preventing the operation or construction of pipelines.

The Major Richard Star Act allows veterans with combat-related disabilities to receive both veteran's disability compensation and military retired pay concurrently, without reduction. This act amends Title 10 of the United States Code to ensure that disability retirees with combat-related disabilities are not subject to reductions in retired pay due to receiving veteran's disability compensation. These changes will take effect the first day of the month following the enactment of the Act.

This resolution recognizes and celebrates the 250th anniversary of the U.S. Marine Corps on November 10, 2025. It honors the Marine Corps' history, values, and contributions to the nation, while also encouraging Americans to participate in commemorative events and recognize the service of Marines.

The Foreign Agents Transparency Act amends the Foreign Agents Registration Act (FARA) to clarify and strengthen the obligations of agents representing foreign principals. It modifies registration requirements, allows for enforcement actions even after an individual ceases to act as a foreign agent, and mandates annual reports from the Attorney General to Congress on FARA enforcement activities. These changes apply retroactively to individuals who have acted as agents of foreign principals within the five years before the bill's enactment.

Tyler's Law mandates a study by the Department of Health and Human Services on fentanyl testing practices in hospital emergency departments during overdoses. The study will assess testing frequency, costs, benefits, risks, and impacts on patient experience. Following the study, the DHHS will issue guidance on routine fentanyl testing, ensuring clinicians' awareness of substances included in drug tests, and the effects of fentanyl testing on future overdose risk and health outcomes.

The Fighter Force Preservation and Recapitalization Act of 2025 aims to maintain and modernize the Air Force's fighter aircraft fleet by setting minimum inventory levels, requiring regular reports on the status of the fleet, prioritizing the assignment of new aircraft to existing squadrons, and preserving the Air National Guard's fighter capabilities. It mandates the Air Force to retain a minimum number of fighter aircraft, with allowances for temporary reductions during unit recapitalizations, and ensures the Air National Guard maintains a specific number of fighter squadrons while receiving modern aircraft. The Act also includes provisions for annual recapitalization plans for the Air National Guard and defines key terms related to fighter aircraft.

This resolution supports the Local Radio Freedom Act, opposing any new performance fees on local radio stations for playing music. It emphasizes the mutually beneficial relationship between the radio and recording industries, where radio provides free publicity and essential local services. The resolution warns that new fees would harm local radio stations, small businesses, and the communities they serve. Ultimately, it asserts that Congress should not impose any new charges on local radio for broadcasting sound recordings.

The "Invest to Protect Act of 2025" establishes a grant program to support local law enforcement by providing resources for training, mental health services, recruitment, and retention. These grants prioritize de-escalation training, victim-centered approaches, and officer well-being. The program emphasizes accountability through audits, reporting requirements, and transparency in officer recruitment and retention incentives. It allocates \$50 million annually from 2026 to 2030 to facilitate these improvements in law enforcement practices and community safety.

The "Critical Minerals Security Act of 2025" mandates the Secretary of the Interior to regularly report to Congress on the state of global critical mineral and rare earth element resources, including identifying resources controlled by foreign entities of concern. It also requires establishing a process for U.S. individuals to notify the government when divesting stock in foreign critical mineral operations, and directs the development of a strategy to collaborate with allied countries on advanced mining and processing technologies. The goal is to ensure the U.S. and its allies have secure access to these critical resources.

The "Protecting American Agriculture from Foreign Adversaries Act of 2025" adds the Secretary of Agriculture to the Committee on Foreign Investment in the United States to address transactions involving agricultural land, biotechnology, and industry. It mandates the Committee to review agricultural land transactions involving foreign entities from countries of concern like China, North Korea, Russia, and Iran, as identified by the Secretary of Agriculture. This ensures scrutiny of foreign investments in U.S. agriculture that could pose national security risks. The requirements terminate for a covered country once it is removed from the list of foreign adversaries.

The "Broadband Buildout Accountability Act" shields the Broadband Equity, Access, and Deployment Program from the Freedom of Information Act (FOIA), with a specific exception for 5 U.S. Code § 552, to balance transparency and program efficiency.

This resolution marks the third anniversary of Russia's full-scale invasion of Ukraine, reaffirming support for Ukraine's sovereignty and its people's resistance.
