These volunteers, known as "Donut Dollies," provided crucial morale support to troops on the front lines. The original medal will be presented on behalf of Congress and ultimately housed at the Smithsonian Institution, with provisions made for selling bronze duplicates.

This Act authorizes the creation and sale of special commemorative gold and silver coins to mark the 25th anniversary of the September 11th attacks. The coins will feature designs honoring the victims and first responders, with the phrase "Never Forget" required on at least one design. All surcharges collected from the sale of these coins will be donated to support the ongoing operations and maintenance of the National September 11 Memorial and Museum. The Treasury must ensure the entire coin program results in no net cost to the Federal Government.

The Medicare Home Health Accessibility Act updates Medicare rules to explicitly include the need for occupational therapy as a valid basis for qualifying for home health services under both Part A and Part B. This change ensures that occupational therapy is treated equally alongside physical and speech therapy when determining eligibility for in-home care. These new provisions will take effect for services provided on or after January 1, 2026.

The "Pay Our Troops Act of 2025" ensures that members of the Armed Forces, essential Department of Defense civilians, and contractors continue to receive pay and allowances during periods when regular funding is disrupted. It mandates the Attorney General to develop partnerships, provide training, and submit annual reports to Congress on the progress and financial needs in addressing these crimes. The act allocates \$20 million for fiscal year 2026 to support these efforts, with a focus on bolstering the Criminal Division's capacity to prosecute trade-related offenses.

The IVF Access and Affordability Act establishes a new, refundable tax credit for eligible individuals covering expenses related to assisted reproductive technology (ART) treatments. This credit is capped at \$20,000 for individuals or \$40,000 for joint filers, subject to specific income phase-out rules. Unused credit amounts can be carried forward for up to five subsequent tax years.

The Child Care Workforce Act aims to improve child care quality and affordability by establishing a pilot program that provides grants to states, Indian Tribes, and Tribal organizations to increase the wages of child care workers. These grants will be used to supplement the wages of eligible child care workers, with the goal of attracting and retaining qualified professionals, enhancing their well-being, and expanding access to affordable child care options. The program will be evaluated for its effectiveness, and a report will be submitted to Congress.

The "Keep America's Waterfronts Working Act of 2025" establishes a task force and grant program to support the preservation and improvement of working waterfronts. It enables covered entities to submit working waterfront plans for approval and receive financial assistance for implementation. The act also authorizes capitalization grants to coastal states for establishing working waterfront preservation loan funds. It allocates $50 million annually from 2025-2029 for both the grant and loan programs.

The "Telehealth Expansion Act of 2025" permanently allows individuals with Health Savings Accounts (HSAs) to access telehealth services without needing to meet their deductible first, starting after December 31, 2024. This removes a barrier to accessing telehealth services for HSA holders.

The "Rebuild America’s Health Care Schools Act of 2025" updates how Medicare reimburses hospitals for the costs of running nursing and allied health education programs. The "Semiquincentennial Congressional Time Capsule Act" directs the Architect of the Capitol to create a time capsule containing items chosen by congressional leaders, including records of important events and a message to the future Congress. The time capsule will be sealed and buried on the West Lawn of the Capitol by July 4, 2026, with a plaque providing information about it. It is to remain sealed until July 4, 2276, when it will be presented to the 244th Congress.
