This change expands the definition of qualified higher education expenses to include tuition, fees, books, supplies, equipment, and testing fees associated with recognized postsecondary credentials. The bill aims to make workforce training and professional certifications more accessible and affordable.

The "Stop Dangerous Sanctuary Cities Act" aims to enhance cooperation between federal and local law enforcement by allowing state and local officers to act as agents of the Department of Homeland Security and protecting them from liability when complying with immigration detainers. It defines "sanctuary jurisdictions" as those that restrict information sharing or compliance with federal detainment requests, and it makes these jurisdictions ineligible for certain federal grants, reallocating those funds to non-sanctuary jurisdictions. This act does not protect individuals who knowingly violate civil or constitutional rights.

This resolution supports designating February 15-22, 2025, as National FFA Week, celebrating the National FFA Organization's role in developing future leaders through agricultural education. It also recognizes the 90th anniversary of New Farmers of America and the 75th anniversary of the Future Farmers of America federal charter.

The "America's National Churchill Museum National Historic Landmark Act" designates America's National Churchill Museum as a National Historic Landmark. It authorizes the Secretary of the Interior to create cooperative agreements to protect the landmark and provide educational programs. Additionally, the Act requires the Secretary to conduct a special resource study to evaluate the landmark's national significance and the feasibility of incorporating it into the National Park System.

The "Death Tax Repeal Act of 2025" eliminates both estate and generation-skipping transfer taxes, while also modifying gift tax laws. It adjusts gift tax calculations, addresses transfers in trust, sets an initial $10,000,000 amount for calculating tentative tax, and adjusts for inflation. These changes apply to estates of decedents dying, generation-skipping transfers occurring, and gifts made on or after the enactment date of this Act.

The "Respect State Housing Laws Act" repeals a provision in the CARES Act that restricted states' abilities to enforce their own eviction moratoriums. This change clarifies that state laws regarding evictions should be respected.

The "Regulations from the Executive in Need of Scrutiny Act of 2025" aims to increase transparency and accountability in federal agency rulemaking by requiring congressional approval for major rules with significant economic impact (over $100 million). It establishes procedures for congressional review and approval or disapproval of both major and non-major rules, mandates the publication of guidance documents, and sets expiration dates for major rules. The FDA Modernization Act 3.0 mandates the Secretary of Health and Human Services to update regulations, replacing "animal tests" with "nonclinical tests" to align with the Consolidated Appropriations Act, 2023, thus modernizing drug development and evaluation processes. This interim rule will take effect immediately and aims to refine terminology and definitions within Title 21 of the Code of Federal Regulations, while also correcting technical errors in the Federal Food, Drug, and Cosmetic Act.

The "Homeowner Energy Freedom Act" repeals sections 50122, 50123, and 50131 of Public Law 117-169. It also rescinds any remaining funds allocated to these sections. Additionally, the bill removes a reference to a specific rebate program from another section of the same law.

The "A PLUS Act" allows states to submit a declaration of intent to the Secretary of Education to consolidate certain federal education funds, excluding those under the Individuals with Disabilities Education Act, to improve academic achievement. The "Achieving Choice in Education Act" (ACE Act) expands the uses of 529 savings accounts to include K-12 expenses like homeschooling, increases the annual distribution limit for elementary and secondary expenses, and modifies gift tax exclusions for 529 plan contributions. Additionally, it restricts tax-exempt bonds to states that implement school choice laws, incentivizing states to adopt such programs by tying their bond status to specific school choice criteria and eligibility thresholds.

The Laken Riley Act mandates the detention of illegal aliens who commit theft, burglary, larceny, or shoplifting. It empowers state attorneys general to sue the Department of Homeland Security or the Secretary of State if they believe the state or its residents are harmed by violations of immigration enforcement or visa granting. The bill aims to ensure that these aliens are detained throughout their removal proceedings and to provide states with legal recourse against perceived failures in federal immigration enforcement.

The "Educational Choice for Children Act of 2025" introduces a federal tax credit for individuals and corporations who donate to scholarship granting organizations that provide educational scholarships to eligible elementary and secondary students. These scholarships can be used for tuition, books, tutoring, and other qualified education expenses. The bill sets a volume cap on the total amount of donations eligible for the tax credit and includes provisions to prevent government control over scholarship organizations and non-public schools. It also exempts these scholarship amounts from gross income.

The "Guidance Out Of Darkness Act" or the "GOOD Act" mandates federal agencies to publish both new and existing guidance documents online in a central, easily accessible location. This aims to increase transparency by ensuring the public has access to agency policies and interpretations. The Act requires agencies to categorize these documents and maintain a record of rescinded guidance, while also exempting information protected by the Freedom of Information Act.

The "Dignity for Aborted Children Act" requires abortion providers to offer patients the option to take possession of fetal remains for interment or cremation, or to release the remains to the provider for proper disposal. Abortion providers must obtain consent, maintain records, and submit annual reports on abortion procedures and fetal tissue disposal. Non-compliance can result in fines and imprisonment, but patients are exempt from prosecution. The act does not override state laws regarding the interment or cremation of human remains.

This bill amends the Radiation Exposure Compensation Act to expand eligibility and increase compensation for individuals affected by radiation exposure from Manhattan Project waste and uranium mining. It extends the claim filing period, allows for the use of affidavits as evidence, and establishes a grant program for studying the health impacts of uranium mining. The bill also addresses compensation for those present downwind of atmospheric nuclear testing, and directs the Secretary of Energy to establish a cooperative agreement to protect human and ecological health at the Amchitka, Alaska, Site.

The POLICE Act of 2025 amends the Immigration and Nationality Act to make any alien who assaults a law enforcement officer deportable. It requires the Department of Homeland Security to publish an annual report detailing the number of aliens deported for assaulting a law enforcement officer.
