The CIRCLE Act aims to boost domestic recycling capacity by introducing a new, temporary federal tax credit for investments in recycling infrastructure. This credit, set at 30% of qualified investment, incentivizes modernizing facilities and increasing the supply of domestically recycled materials. The bill also enhances the definition of recyclable materials to support U.S. markets against foreign competition.

The Housing for US Act establishes a revolving loan fund, administered by HUD, to provide capitalization loans to states for creating local funds dedicated to increasing middle-class housing supply through construction and rehabilitation. Funds generated from the release of Fannie Mae and Freddie Mac obligations will initially seed this program before being redirected to deficit reduction after ten years. States receiving federal loans must contribute matching funds and adhere to strict affordability, labor, and prevailing wage requirements for all assisted housing projects.

The Well-Being Insurance for Seniors to be at Home Act (WISH Act) establishes a new federal long-term care insurance benefit under Social Security to help seniors financially plan for extended care needs and remain in their communities. This benefit is funded through a newly created Trust Fund and is designed to supplement, not replace, personal savings and existing care options. The Act also mandates a national education campaign and requires the Social Security Administration to send personalized notices informing individuals about their potential coverage status.

This bill establishes a commission to study the feasibility of creating a National Museum of Italian American History and Culture in Washington, D.C. The commission will develop recommendations for a plan of action, including a fundraising plan to support the museum's establishment, operation, and maintenance without federal funds. The commission will submit reports to the President and Congress, and will conclude 30 days after submitting its final reports. No federal funds will be used for the commission's work.

The Import Security and Fairness Act restricts duty-free access for low-value imports from countries identified as nonmarket economies with significant intellectual property concerns. The bill also establishes stricter documentation and reporting requirements for all duty-free shipments and enhances U.S. Customs and Border Protection’s authority to detain and process suspicious merchandise.
