The "Strengthening America's Turning Point Act" renames Saratoga National Historical Park to Saratoga National Battlefield Park. This change is reflected in all official U.S. documents and records.

The "Ernest Peltz Accrued Veterans Benefits Act" ensures that veterans' pension payments approved before their death, but issued afterward, are paid to their surviving spouse, children, dependent parents, or estate. If no application is filed within a year of the veteran's death, the pension will be paid to the veteran's estate, unless subject to escheat. This act applies to veterans who die on or after the date of enactment.

The "Stamp Out Invasive Species Act" directs the USPS to issue a special stamp to raise funds for combating invasive species. Revenue from the "Combating Invasive Species Semipostal Stamp" will be split between the Department of Interior and Agriculture to support their invasive species programs. The stamp will be available for two years and have a rate no more than 25% higher than the regular postage rate.

The Border Airport Fairness Act of 2025 requires the President to designate eligible airports near the northern or southern border as ports of entry. It also terminates user fees for these airports, provided they meet specific criteria related to location, association with border crossings, and Customs and Border Protection standards. This aims to improve access and reduce costs at border-adjacent airports.

This bill authorizes and ratifies the settlement agreement for the Akwesasne Mohawk land claim in New York, involving multiple parties including the Saint Regis Mohawk Tribe, New York State, and local governments. It confirms any land transfers related to the settlement of specific court cases. Additionally, the bill designates lands owned by the Saint Regis Mohawk Tribe within defined "Settlement Acquisition Areas" as Indian Country, subject to the conditions of the Settlement Agreement.

The TRACKS Act aims to increase transparency in federal spending by requiring prime recipients of federal awards to report subawards of any amount to entities located in or that are foreign entities of concern. This includes defining "subaward" and mandating the reporting of "covered subawards" to ensure taxpayer dollars are not inadvertently supporting adversarial countries. The Director will issue guidance within 90 days to ensure consistent compliance.

The Maurice D. Hinchey Hudson River Valley National Heritage Area Enhancement Act directs the Secretary of the Interior to conduct a study on the feasibility of including Saratoga and Washington Counties in New York as part of the Maurice D. Hinchey Hudson River Valley National Heritage Area. The study will involve consultations with state and local organizations and agencies.
