The PLASMA Act delays the full implementation of manufacturer discounts for plasma-derived products under Medicare Part D, phasing in the discounts from 2026 to 2032, depending on whether the beneficiary has met their out-of-pocket threshold. This phased approach aims to ensure continued access to these critical medicines, which are derived from human blood or plasma. The discounts do not apply to low-income subsidy recipients or drugs from small manufacturers.

The "Protecting Our Guests During Hostilities in Ukraine Act" establishes a "Ukrainian guest status" for individuals paroled into the U.S. under the Uniting for Ukraine program, allowing them to work in the U.S. This status begins from their initial parole date and expires 120 days after the Secretary of State determines it is safe for civilians to return to Ukraine, but can be revoked by Homeland Security if the individual poses a security risk.

The "Born in the USA Act" prohibits the use of government funds to implement Executive Order 14160, which sought to deny citizenship to certain children born in the United States. The bill affirms that birthright citizenship is guaranteed by the 14th Amendment of the Constitution and cannot be rescinded by executive order.

The "Regional Leadership in Wildland Fire Research Act of 2025" establishes a network of regional wildland fire research centers across the country, coordinated by a National Center Coordination Board, to improve the understanding, management, and mitigation of wildland fires. These centers will focus on research, technology development, and data sharing to support wildland fire management agencies and communities. The Act authorizes specific appropriations for the centers and the board to facilitate their operations and research activities. It also emphasizes collaboration and open access to data, ensuring that research findings are widely available to inform decision-making and improve public safety.

The Korematsu-Takai Civil Liberties Protection Act of 2025 amends Title 18 of the United States Code, Section 4001, to prohibit the detention of individuals in the United States based solely on protected characteristics. Protected characteristics include race, ethnicity, national origin, religion, sex, gender identity, sexual orientation, disability, and any additional characteristic the Attorney General specifies. The Attorney General cannot remove any of the characteristics already listed (race through disability).

The CHAMPVA Children's Care Protection Act of 2025 amends the eligibility requirements for the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA). This bill increases the maximum age for children eligible for medical care under CHAMPVA to the child's 26th birthday, regardless of marital status. It does not limit eligibility for children who are incapable of self-support because of a mental or physical disability.

The "Healthy Poultry Assistance and Indemnification Act of 2025" amends the Animal Health Protection Act to provide compensation to poultry growers and layers in areas under federal control due to animal health concerns. The "First Rhode Island Regiment Congressional Gold Medal Act" authorizes the creation of a Congressional Gold Medal to collectively honor the First Rhode Island Regiment for their heroic service during the Revolutionary War. This regiment, one of the first racially integrated units in American history, was composed of African American, Indigenous, and mixed-race soldiers. The gold medal will be presented to the Rhode Island State Library for public display and research, with the hope that it will also be exhibited at other locations associated with the Regiment. The Act also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The DRIVE Act of 2025 ensures that the Department of Veterans Affairs (VA) provides a mileage reimbursement rate for beneficiary travel that is at least equal to the federal rate provided to government employees. It also mandates that the VA process and pay these mileage allowances within 90 days of receiving a complete and accurate claim. This bill aims to reduce the financial burden on veterans when traveling to receive medical care.

The Local Access to Courts Act (LACA) amends Title 28 of the United States Code to add College Station to the list of locations in Texas where district courts can be held and El Centro to the list of locations in California where the Southern District Court can be held.

The Caribbean Border Counternarcotics Strategy Act requires the development of a federal strategy to combat illegal drug trafficking through the Caribbean into the United States. The "Credit Union Board Modernization Act" amends the Federal Credit Union Act to reduce the frequency of board of directors meetings for well-managed federal credit unions. New federal credit unions are required to meet monthly for the first five years, while those with strong ratings must meet at least six times annually after the initial period. Credit unions with lower ratings will still be required to meet monthly.

The "Help Our Kelp Act of 2025" establishes a grant program within the Department of Commerce to conserve, restore, and manage kelp forest ecosystems. It mandates the creation of a plan to consolidate wildland fire preparedness, suppression, and recovery efforts under a new National Wildland Firefighting Service within the Department of the Interior. This plan will outline the new service's budget, leadership qualifications, and necessary resources for consolidating federal wildfire response. A report detailing this plan must be submitted to Congress within 180 days.

The "Protect Our Letter Carriers Act of 2025" aims to protect postal workers by allocating funds for high-security collection boxes and electronic mailbox keys. It mandates the appointment of dedicated attorneys to prosecute crimes against postal employees and directs the Sentencing Commission to update guidelines to ensure that assaulting or robbing a postal worker is treated as severely as assaulting a law enforcement officer.
