This bill amends the Catawba Indian Tribe of South Carolina Land Claims Settlement Act of 1993 to revise future tribal membership requirements. It removes a previous restriction but mandates that future members must be direct descendants of someone on the Tribe's final base roll and maintain an ongoing political relationship with the Tribe. This bill proposes to prohibit federal Community Development Block Grants (CDBG) from being awarded to any state or local jurisdiction officially designated as a "sanctuary jurisdiction." Utilizing the Congressional Review Act, Congress nullifies this specific BCFP regulation. Consequently, the rejected rule will have no legal effect.

The "Fair-Value Accounting and Budget Act" mandates the use of fair-value estimates, in addition to credit reform estimates, for all federal loan and loan guarantee programs by the Congressional Budget Office (CBO). It requires the CBO to include both fair-value and credit reform estimates in its annual budget and economic outlook. Additionally, the Office of Management and Budget (OMB) must submit an annual report to Congress on fair-value estimates of federal credit programs. Both CBO and OMB are required to use the Government Accounting Standards Board's definition of "fair value" in their estimates.

The COST Act mandates that any entity using federal funds for a program, project, or activity must disclose the percentage and dollar amount of the total cost covered by these funds in all related documents and communications. Compliance will be certified through performance progress reporting. The Office of Management and Budget will conduct annual reviews and provide a public mechanism for reporting non-compliance.

The "Ensuring Accurate and Complete Abortion Data Reporting Act of 2025" mandates that states must submit comprehensive abortion data to the CDC to receive Medicaid funding for family planning services. This act aims to standardize abortion data collection nationwide by requiring the CDC to create a standard data collection worksheet, and ensure the publication of annual reports on abortion statistics. Penalties are in place for states that knowingly submit false information.

This bill proposes a constitutional amendment to limit the number of terms a member of Congress can serve. Representatives would be limited to 3 terms and Senators to 2 terms, with specific rules for partial terms. Terms served before the amendment's ratification would not be counted. The amendment must be ratified by three-fourths of the states within seven years to be valid.
