The Restoring Confidence in the World Anti-Doping Agency Act of 2025 mandates that the Office of National Drug Control Policy (ONDCP) ensure WADA adopts credible governance, implements robust conflict-of-interest reforms, and provides meaningful decision-making roles for independent athletes. The bill empowers the ONDCP to evaluate WADA’s compliance with these standards and authorizes the withholding of U.S. membership dues if the agency fails to meet these requirements. Through these measures, the legislation seeks to increase transparency, accountability, and fair representation within the global anti-doping system.

The Restoring Trade Fairness Act aims to protect U.S. national security and economic interests by revoking China’s Permanent Normal Trade Relations status. The bill mandates significant tariff increases on Chinese imports, eliminates duty-free "de minimis" exemptions for Chinese goods, and establishes a new valuation system for imports. Additionally, it creates a trust fund using collected tariff revenue to compensate American producers harmed by retaliatory trade actions and to support the defense of U.S. allies in the Indo-Pacific.

The NO GOTION Act prohibits companies with ties to China, Russia, Iran, or North Korea from claiming federal green energy tax credits and deductions. By restricting these financial benefits, the bill aims to ensure that U.S. taxpayer-funded incentives are not used to support entities controlled by designated foreign adversaries.

The Native American Health Savings Improvement Act ensures that individuals receiving care through the Indian Health Service or tribal organizations remain eligible to open and contribute to Health Savings Accounts (HSAs). By clarifying that these services do not count as disqualifying health coverage, the bill expands access to tax-advantaged savings for Native Americans.
