The Protect America from CARB Act of 2026 amends the Clean Air Act to require the EPA to obtain formal concurrence from four federal cabinet secretaries before granting state emissions standards waivers. This legislation ensures that the Departments of Agriculture, Energy, Interior, and Transportation have oversight authority regarding state-level emissions authorizations. The new requirement applies to all waiver requests submitted on or after the date of the Act's enactment.

The Representation Act mandates that states identify and document "communities of interest"—populations sharing common cultural, economic, or social ties—to ensure they remain intact during congressional redistricting. The bill restricts the division of these communities across districts, requires public justification for any such splits, and provides citizens with legal recourse to challenge redistricting decisions. By establishing these standards, the Act aims to protect the integrity of local communities in the electoral process.

This resolution invokes the Congressional Review Act to disapprove of the Environmental Protection Agency’s rule regarding California’s Nonroad Engine Pollution Control Standards for commercial harbor craft. If enacted, this measure would nullify the rule, rendering it without force or effect.

The CLUSTER Act amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to expand federal hazard mitigation funding. It allows these resources to support coordinated, community-wide hardening projects for private residential clusters rather than limiting support to individual structures. This change enables neighborhoods to implement collective safety upgrades to better withstand natural disasters.

This Act reauthorizes and extends key water storage programs under the WIIN Act, while also authorizing significant environmental restoration efforts in the Sacramento River Basin. It establishes federal cost-sharing for the operation and maintenance of public benefits in state-led storage projects and creates a Federal Leadership Committee to coordinate restoration and reliability projects in the basin. Finally, the bill allows water transferors to retain revenue from temporary water sales for drought resilience, maintenance, and dam safety investments.
