The "Performing Artist Tax Parity Act of 2025" modifies tax deductions for performing artists by adjusting the income threshold for deduction phaseouts, clarifying deductible expenses to include commissions, and increasing the threshold for nominal employers. The adjusted gross income (AGI) threshold is $100,000, and the nominal employer threshold is $500. Both amounts will be adjusted for inflation after 2025. This bill directs the Secretary of Defense to establish a compensation fund for current and former military firefighters, and their survivors, who have become ill due to PFAS exposure during their service. Firefighters employed at a military site where PFAS was present are presumed to have been exposed. The fund will provide compensation for disability or death resulting from occupational illnesses, as well as necessary medical benefits.

The "Coordination for Soil Carbon Research and Monitoring Act" establishes an Interagency Committee to coordinate federal research, development, and deployment activities related to soil carbon sequestration. The committee will develop a strategic plan, propose agency roles, oversee working groups, and report to Congress on soil carbon sequestration research and monitoring. It encourages collaboration between federal agencies, soil scientists, and agricultural communities to advance soil carbon sequestration. An appropriation of $10,000,000 is authorized to carry out the Act.

The "Caring for Survivors Act of 2025" increases dependency and indemnity compensation for surviving spouses of veterans. Additionally, it modifies the requirements for survivor benefits for veterans who were totally disabled at the time of death, reducing the required period of disability from 10 to 5 years, and introduces proportional compensation for disability periods less than 10 years.

The "Main Street Tax Certainty Act" amends the Internal Revenue Code of 1986 to permanently extend the deduction for qualified business income. This removes the previous expiration date, providing long-term tax certainty for eligible businesses. The change applies to taxable years beginning after December 31, 2025.

The 911 SAVES Act mandates the Office of Management and Budget to reclassify public safety telecommunicators as a protective service occupation within the Standard Occupational Classification system. This change recognizes the critical and often stressful role these professionals play in emergency response and aligns their classification with the lifesaving work they perform. The reclassification aims to correct an inaccurate representation and better align the Standard Occupational Classification with related classification systems.

The "Defending American Jobs and Investment Act" combats unfair foreign taxes by requiring reports on countries with extraterritorial or discriminatory taxes, mandating engagement with those countries to address these issues, and authorizing remedial actions such as increased tax rates and procurement prohibitions. This act aims to protect U.S. businesses and investments from discriminatory tax practices and ensure fair international trade.

The Child Care Workforce and Facilities Act of 2025 aims to increase access to quality child care, particularly in child care deserts, by providing grants to States and Tribal entities. These grants support the development and expansion of the child care workforce through education and training programs, as well as the construction, expansion, or renovation of child care facilities, including licensed family child care homes. The Act authorizes $100 million in appropriations from 2025 through 2031 for these initiatives.

The BEACH Act of 2025 reauthorizes funding for state and local programs that monitor coastal recreation water quality and notify the public of potential contamination. It broadens water quality monitoring to include upstream waters and allows grant funds to identify pollution sources. The act also extends the authorization of appropriations through 2029 and requires the EPA to update guidance on water contamination testing technology.

The ALIGN Act makes 100% expensing for qualified property permanent, applying to property placed in service after September 27, 2017. This amends sections of the Internal Revenue Code to reflect the change as if it were part of previous tax legislation.
