The IHE Nonprofit Clarity Act amends the Higher Education Act of 1965, defining certain tax-exempt institutions as nonprofit institutions of higher education. It specifies that any higher education institution recognized as a 501(c)(3) organization under the Internal Revenue Code and exempt from taxation under section 501(a) of that code will be considered a nonprofit institution of higher education.

The GRACE Act eliminates the Office of Enforcement within the Department of Education. This change is directed by the Secretary of Education through the chief operating officer for Federal Student Aid.

The "Currency Optimization, Innovation, and National Savings Act of 2025" suspends the production of pennies for 10 years to save taxpayer money, while allowing the Treasury Secretary to continue producing them for collectors at full cost recovery. The bill does not change the penny's status as legal tender.

The "Midnight Rules Relief Act" allows Congress to group together and vote on multiple resolutions disapproving regulations finalized during a President's last year in office. This enables Congress to overturn several "midnight rules" with a single vote. The joint resolution would specify the rules being disapproved and declare that those rules have no legal authority.

The "No Funding for Illegal Migrant Billboards Act" prohibits the Department of Homeland Security from using funds to advertise the Immigration Detention Ombudsman's office to the general public, including through billboards. This bill stops the use of taxpayer money for advertising related to the Ombudsman's services.

The "State Immigration Enforcement Act" enables state and local governments to enforce immigration laws, with penalties not exceeding existing federal penalties. It modifies the Immigration and Nationality Act, granting states greater authority in immigration enforcement.

The WHO Withdrawal Act withdraws the United States from the World Health Organization (WHO) upon enactment. It also prohibits any federal funds from being used to support the WHO or any successor organization. Finally, the act repeals the Act of June 14, 1948, which previously authorized U.S. participation and funding of the WHO.

The American Sovereignty and Species Protection Act of 2025 amends the Endangered Species Act of 1973. It prohibits the classification of non-native species as endangered or threatened. Additionally, it restricts the use of financial assistance for acquiring land or water rights in foreign countries.

The TEAM Veteran Caregivers Act improves the Department of Veterans Affairs caregiver program by formally recognizing caregivers in veterans' health records and requiring standardized notifications to veterans and caregivers regarding program eligibility changes. It also extends caregiver benefits for at least 90 days following a veteran's ineligibility determination, with certain exceptions.

The "Stop Woke Investing Act" aims to modify SEC regulations regarding shareholder proposals, limiting the number of proposals companies must include on proxy cards based on filer status (non-accelerated, accelerated, large accelerated). It mandates that only proposals with a material financial impact on the company can be included, as determined by the company itself. This act does not require companies to include proposals that are otherwise excludable under SEC rules.

The KAMALA Act prohibits housing and community development grants from being used to assist individuals who are not U.S. nationals or lawfully admitted for permanent residence. It also prevents the Secretary from providing grants to any state, local government, or Indian tribe that administers housing or community development programs offering assistance to individuals who are not U.S. nationals or lawfully admitted for permanent residence.

The "Responsible Borrower Protection Act of 2025" prevents the enforcement of changes to mortgage credit fees announced on January 19, 2023, by the Federal Housing Finance Agency. This act ensures that Fannie Mae and Freddie Mac can continue to use risk-based pricing for credit fees on single-family home mortgages.

The Helping Owners with Unaffordable Shoddy Edicts (HOUSE) Act of 2025 aims to reduce housing costs by reverting energy efficiency standards for housing to previous levels. It prohibits federal agencies like HUD, USDA, and VA from enforcing stricter energy efficiency standards for new construction and financing. The bill also prevents the Federal Housing Finance Agency from implementing new energy efficiency rules for single and multifamily housing. It requires consideration of state standards, ensuring that at least 26 states have adopted energy efficiency codes or standards meeting or exceeding the revised code or standard requirements.

The "Stopping Border Surges Act" aims to reform immigration laws related to unaccompanied alien children and the asylum process. It changes how unaccompanied children and families are processed, focusing on detention standards and eligibility for special immigrant status. The act also modifies asylum procedures, affecting credible fear interviews, application jurisdiction, and penalties for fraud, with the goal of streamlining the system and deterring abuse.

The "Ending Catch and Release Act of 2025" amends immigration law to mandate the detention of asylum seekers and other inadmissible individuals, preventing their release into the U.S. while awaiting proceedings. It also raises the standard of proof for asylum eligibility and requires the return of asylum seekers arriving from contiguous territories to those territories. The bill aims to expedite the removal process, mandating removal within 72 hours and prohibiting parole or release into the U.S.

The "No SmartPay for Anti-2A Companies Act" prohibits the General Services Administration from awarding SmartPay Program contracts to payment systems using a payment processing agency with a merchant category code for gun retailers. This restriction does not affect contracts awarded before the law's enactment.

The "Responsible Path to Full Obamacare Repeal Act" repeals both the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010, effective October 1, 2025. It aims to reinstate the laws that were in place before these acts were enacted, essentially reversing all changes made by Obamacare.

The "Defund National Endowment for the Humanities Act of 2025" eliminates all funding for the National Endowment for the Humanities, specifically prohibiting the use of funds to carry out section 7 of the National Foundation on the Arts and the Humanities Act of 1965. This act will take effect at the beginning of the fiscal year following its enactment.

The "Less Imprecision in Species Treatment Act of 2025" (LIST Act) amends the Endangered Species Act, requiring the Secretary of the Interior to initiate delisting processes for species meeting recovery goals or wrongly included on the endangered list due to inaccurate information. It mandates a 90-day review of species listings challenged by substantial evidence and expands considerations during the required 5-year review of species classifications. The bill also penalizes individuals who knowingly submit false information that leads to a species being wrongly listed.

The "Protecting Businesses From Frivolous COVID Lawsuits Act of 2025" sets standards for negligence in COVID-19 transmission lawsuits. It requires juries to be instructed that simply operating a business does not constitute negligence. This aims to protect businesses from lawsuits where they are accused of negligence simply for being open during the pandemic.
