The "End Oil and Gas Tax Subsidies Act of 2025" aims to eliminate various tax benefits and subsidies currently provided to the oil and gas industry. It repeals or modifies provisions related to amortization of geological expenditures, tax credits for marginal wells and enhanced oil recovery, intangible drilling costs, percentage depletion for oil and gas wells, deductions for tertiary injectants, and passive loss limitations. The act also prohibits major integrated oil companies from using last-in, first-out (LIFO) accounting and modifies foreign tax credit rules for dual capacity taxpayers. Additionally, the bill clarifies the definition of crude oil for excise tax purposes to include tar sands.

This bill prohibits the Department of Interior from implementing the Bureau of Land Management's Rock Springs Field Office Record of Decision and Approved Resource Management Plan. This prevents the agency from putting the plan into action. The plan was published in December 2024.

This bill disapproves and nullifies a rule issued by the Federal Housing Finance Agency regarding quality control standards for automated valuation models used in housing appraisals. By disapproving this rule, Congress prevents it from taking effect.

The "Improving Science in Chemical Assessments Act" coordinates environmental research funding within the EPA, transfers responsibility for chemical substance assessments to relevant EPA program offices, and mandates the use of specific scientific standards and a weight-of-evidence approach for these assessments. It establishes a steering committee to coordinate these assessments and requires the EPA to maintain a chemical assessment database and regularly certify the scientific integrity of the assessments. This act aims to improve the quality and consistency of chemical assessments used for regulatory purposes.

This bill disapproves and invalidates a rule issued by the Federal Trade Commission (FTC) concerning the requirements for companies to notify the FTC before merging or acquiring another company. These requirements include reporting and waiting periods. By disapproving this rule, the bill prevents the FTC from implementing changes to the pre-merger notification process.

The "Preventing Our Next Natural Disaster Act" aims to improve disaster preparedness and response by prioritizing assistance to high-risk, low-income, and environmental justice communities. It increases funding for pre-disaster mitigation, encourages climate change considerations in project planning, and establishes a central database for tracking disaster-related spending. The act also mandates community outreach to ensure vulnerable areas can access and utilize available resources for resilience and mitigation projects.

This concurrent resolution expresses support for the Geneva Consensus Declaration, which promotes women's health, family values, and national sovereignty in lawmaking. It urges the U.S. to rejoin the declaration, affirming commitments to women's health, the dignity of life, and the family unit. The resolution aims to prevent international promotion of abortion and defend the rights of countries to enact policies aligned with these values. It also commits to ensuring that U.S. foreign policy does not include funding or lobbying for abortion.

The JFK Act of 2025 mandates the public disclosure of all unclassified assassination records and information related to President John F. Kennedy's assassination, overriding any conflicting laws or prior restrictions. It requires covered Federal officials to release all unredacted records within 30 days of enactment. The Attorney General is directed to petition courts to unseal any relevant records, and such requests are automatically deemed to meet the legal standard for disclosure.

The "Virgin Islands Visa Waiver Act of 2025" amends immigration law to include the Virgin Islands in the Guam and Northern Mariana Islands visa waiver program. This allows the Secretary of Homeland Security to waive visa requirements for visitors to these territories for up to 45 days, provided certain conditions are met to ensure safety, security, and compliance. The Act also directs the creation of regulations listing eligible countries and allows the Governors of these territories to request the addition of countries to the waiver program. An administrative processing fee will be established to cover the costs of the program.

The "Fair Lending for All Act" aims to strengthen protections against credit discrimination by establishing an Office of Fair Lending Testing to identify violations, expanding the Equal Credit Opportunity Act to include ZIP Codes and census tracts as protected characteristics, and introducing criminal penalties for discriminatory practices. It also directs the CFPB to review loan applications for compliance and broadens mortgage data collection to include additional demographic information like sexual orientation and gender identity. This bill seeks to ensure fair and equitable access to credit for all individuals, regardless of their personal characteristics or location.

This proposed constitutional amendment limits the President's pardon power, prohibiting pardons for themselves, their family, administration members, campaign employees, or anyone who financially benefited the aforementioned. It also restricts pardons for offenses directed by or coordinated with the President. Pardons issued for corrupt purposes would be invalid, and Congress is granted the power to enforce these limitations.

The Adoption Information Act requires family planning services receiving federal funds to provide individuals seeking medical or abortion services with a pamphlet containing a comprehensive list of adoption centers in the region, including contact information and addresses, and ensure they have the opportunity to read it. The Secretary will prepare and distribute these pamphlets annually using existing Title V funds.

This bill designates the United States Postal Service facility located at 154 First Avenue East in Jerome, Idaho, as the "Representative Maxine Bell Post Office." Any reference to this facility will now refer to it as the Representative Maxine Bell Post Office.

This bill expresses support for the nation's public K-12 schools and the Department of Education, highlighting the Department's role in providing critical funding and resources to students, schools, and families. It condemns any actions that would defund public education or weaken the Department of Education. The bill affirms that public education investment should not be diverted to private K-12 schools through vouchers. It also rejects any claim that the executive branch has the authority to dismantle or relocate major offices within the Department of Education, dismantle or relocate the Department of Education, reduce federal funding for public education, block major federal grant programs for education, or transfer education funding burdens to state and local governments.

The SHOW UP Act of 2025 mandates that Executive agencies revert to pre-pandemic telework policies and levels from December 31, 2019, within 30 days. Further telework expansion is prohibited until agencies submit a study to Congress on the impacts of telework during the pandemic, along with a plan certified by the Director of the Office of Personnel Management. This plan must demonstrate positive effects on the agency's mission, cost reduction, and adequate resources for teleworkers, and agencies cannot implement telework expansion plans without the Director's certification. The Act aims to address concerns about the impact of expanded telework on agency performance, costs, and workforce distribution.

This bill directs the Secretary of Agriculture to transfer approximately 232.9 acres of National Forest System land in Arizona's Tonto National Forest to Gila County, provided the county requests it within 180 days. The conveyance will be without payment from the county, via quitclaim deed, and Gila County will bear all related costs. The land must be used to serve and support veterans, or it will revert to the United States.

The "Defund Heroin Injection Centers Act of 2025" prohibits federal funding from being allocated to any entity that operates or controls an injection center that violates the Controlled Substances Act. This includes state, local, tribal, and private entities. The goal of the bill is to ensure that federal resources are not used to support facilities where illegal drug use occurs.

The "No Tax on Tips Act" allows an above-the-line tax deduction for up to $25,000 in qualified tips for workers in traditionally tipped occupations, excluding higher-income earners. It also extends the employer social security tax credit to include beauty service establishments, aiming to reduce the tax burden on tipped workers and incentivize accurate tip reporting. This goes into effect for taxable years beginning after December 31, 2024.

The "Born-Alive Abortion Survivors Protection Act" ensures that infants born alive after an abortion receive the same medical care as any other newborn, mandating immediate hospitalization and requiring healthcare practitioners to report any failures to comply. Violators face fines, imprisonment, and potential prosecution for homicide or attempted homicide, while the mother of the child cannot be prosecuted. The bill also allows the woman who had the abortion to file a civil action against anyone who violated the act. It defines abortion and attempts at abortion, and renames "Partial-Birth Abortions" to "Abortions" in relevant sections of the U.S. Code.

The HCT/P Modernization Act of 2025 aims to streamline the regulatory oversight of human cell and tissue products (HCT/Ps). It mandates the FDA to enhance transparency through online publications, provide educational resources to stakeholders, and update regulations to reflect scientific advancements. The Act also establishes a public forum for feedback on modernizing HCT/P regulations and requires the Secretary of Health and Human Services to report recommendations to Congress by September 30, 2026, focusing on regulatory burden, scientific advancements, product access, and public health protection.
