The "Inaction Has Consequences Act" mandates that if Congress fails to pass all regular appropriation bills by the start of the fiscal year, the salaries of its members will be held in an escrow account. These withheld funds are released only once all outstanding appropriation bills are passed or at the end of the congressional session. This legislation aims to incentivize timely budget approvals by temporarily delaying congressional pay during government funding lapses.
