The Guard Equal Benefits for Federal Missions Act ensures that certain full-time National Guard duty performed in support of federal law enforcement operations counts as qualifying service for federal benefits, such as the Post-9/11 GI Bill and retirement pay. This change applies when the duty is authorized by the President or Secretary of Defense to address significant criminal activity or public safety threats. Essentially, it expands access to federal benefits for Guard members performing specific federal missions.

The Major Non-NATO Ally Terror Threat Assessment Act requires the Department of Homeland Security to provide Congress with periodic, classified reports on terrorist threats originating from major non-NATO ally countries. These assessments will evaluate the activities of foreign terrorist organizations and Specially Designated Global Terrorists, including their use of emerging technologies. Additionally, the reports will analyze the effectiveness of both the ally nations' counterterrorism efforts and U.S. capabilities to mitigate these threats.

The HONOR Gold Star Families Act increases the military death gratuity payment for survivors of deceased service members from $100,000 to $200,000. Additionally, the bill establishes an annual cost-of-living adjustment to ensure the benefit keeps pace with inflation starting in 2027.
