The Report on Grant Consolidation Authority for Puerto Rico Act directs the Comptroller General to study whether consolidating federal grants could alleviate the administrative burden on Puerto Rico’s public sector. This report aims to identify challenges in accessing federal funding and determine if extending grant consolidation authority would help the Commonwealth better manage its resources amid ongoing economic and recovery efforts.

Mel’s Law requires colleges and universities that participate in federal student aid programs to establish formal policies for awarding posthumous degrees to students who were in good academic standing at the time of their death. The bill also ensures that accrediting agencies cannot penalize or factor these awards into an institution's accreditation standards.

The Landlord Accountability Act of 2025 strengthens tenant protections by prohibiting housing discrimination based on "source of income" and establishing strict penalties for landlords who intentionally keep units vacant or uninhabitable. The bill enhances oversight by creating a federal complaint resolution program, mandating public disclosure of landlord complaints, and requiring the posting of tenant rights in multifamily housing. Additionally, it incentivizes responsible property management through new tax credits and provides grant funding to support programs that prevent tenant harassment.
