This joint resolution terminates the national emergency concerning energy declared by the President in January 2025. The resolution nullifies Executive Order 14156, effectively ending the emergency powers invoked under the National Emergencies Act.

Ethan's Law aims to reduce gun violence by promoting responsible firearm storage. It establishes a federal requirement for gun owners to securely store firearms, especially in homes with minors or individuals prohibited from owning firearms, with penalties for improper storage. The law also creates a grant program to assist states and Indian Tribes in implementing similar safe storage laws. Additionally, it expresses the sense of Congress that failing to securely store a firearm constitutes negligence and can establish legal causation for harm resulting from its discharge.

This bill grants permanent resident status to Vichai Sae Tung (also known as Chai Chaowasaree). It requires Mr. Tung to pay all required visa fees. The Secretary of State must then reduce the number of available immigrant visas by one.

The "Taiwan Travel and Tourism Coordination Act" aims to boost tourism and travel cooperation between the U.S. and Taiwan. It directs the Assistant Secretary of Commerce for Travel and Tourism to collaborate with Taiwanese authorities to strengthen both tourism industries, improve travel, and coordinate visitor safety. Additionally, it requires a report from the Secretary of Homeland Security on the feasibility of establishing a preclearance facility in Taiwan to enhance trade, tourism, and security. The Act also mandates regular reports to Congress on these cooperation efforts and the preclearance facility analysis.

This resolution marks the third anniversary of Russia's full-scale invasion of Ukraine, reaffirming support for Ukraine's sovereignty and its people's resistance. It rejects Russia's territorial claims, encourages continued support for Ukraine's defense and democratic efforts, and emphasizes Ukraine's role in determining its future. The resolution also commends efforts to support Ukraine's defense, human rights, and Euro-Atlantic integration.

The "Born in the USA Act" prohibits the use of government funds to implement Executive Order 14160, which sought to deny citizenship to certain children born in the United States. The bill affirms that birthright citizenship is guaranteed by the 14th Amendment of the Constitution and cannot be rescinded by executive order.

The Korematsu-Takai Civil Liberties Protection Act of 2025 amends Title 18 of the United States Code, Section 4001, to prohibit the detention of individuals in the United States based solely on protected characteristics. Protected characteristics include race, ethnicity, national origin, religion, sex, gender identity, sexual orientation, disability, and any additional characteristic the Attorney General specifies. The Attorney General cannot remove any of the characteristics already listed (race through disability).

The "Equal COLA Act" amends title 5 of the United States Code to equalize cost-of-living adjustments (COLAs) for annuities under the Federal Employees Retirement System (FERS) with those under the Civil Service Retirement System (CSRS). It adjusts FERS annuities annually based on the percentage change in the price index, ensuring parity in COLA benefits for retirees under both systems. This adjustment applies retroactively and prospectively to annuities covered by section 8462.

The "Office of Gun Violence Prevention Act of 2025" establishes an Office of Gun Violence Prevention within the Department of Justice, led by a Director, to coordinate and improve gun violence prevention programs and policies. The Director will evaluate and modernize laws, recommend evidence-based strategies to Congress and the President, improve data collection and research, educate the public, assist affected communities, and coordinate with other agencies. An advisory council will be convened, including a diverse group of experts and individuals affected by gun violence, to advise the Director. The Act authorizes necessary appropriations to support these activities.

The "First Rhode Island Regiment Congressional Gold Medal Act" authorizes the creation of a Congressional Gold Medal to collectively honor the First Rhode Island Regiment for their heroic service during the Revolutionary War. This regiment, one of the first racially integrated units in American history, was composed of African American, Indigenous, and mixed-race soldiers. The gold medal will be presented to the Rhode Island State Library for public display and research, with the hope that it will also be exhibited at other locations associated with the Regiment. The Act also allows for the creation and sale of bronze duplicates of the medal to support the United States Mint Public Enterprise Fund.

The "Age 21 Act" aims to regulate firearm sales and possession by individuals under 21 years of age. It defines specific types of firearms, including "semiautomatic assault weapons," and prohibits licensed dealers from selling these firearms or large capacity ammunition feeding devices to individuals under 21. The act also restricts the possession of handguns, semiautomatic assault weapons, and related ammunition by those under 21, with certain exceptions for activities like employment, military service, or self-defense.

The "Ensuring Outpatient Quality for Rural States Act" amends the Social Security Act to allow for cost-of-living adjustments to the non-labor portion of Medicare payments for hospital outpatient services in Alaska and Hawaii. Beginning in 2026, the Secretary will adjust payments to mirror adjustments made under section 1886(d)(5)(H). These adjustments aim to address the unique circumstances faced by hospitals in these states and will not be budget neutral.

The Save Our Lone Emergency Services (SOLES) Act amends the Social Security Act to increase payments to sole community hospitals in Alaska and Hawaii for outpatient services. This ensures that these hospitals receive adequate compensation, covering at least 94% of their reasonable costs. The adjustment aims to support essential healthcare services in remote areas without increasing patient copayments and the Secretary will issue regulations to implement this change within 6 months.

The CRITICAL Act amends the Social Security Act to increase reimbursement for critical access hospitals in noncontiguous states. This bill ensures that inpatient, outpatient, ambulance, and skilled nursing facility services are covered, even after costs reach 101 percent. By increasing reimbursement rates, the CRITICAL Act aims to improve healthcare services in rural areas.

The Filipino Veterans Family Reunification Act of 2025, exempts individuals from immigrant visa limits if they are eligible for visas under the Immigration and Nationality Act and have a parent who naturalized under specific sections of past immigration laws related to Filipino veterans. This act aims to facilitate the reunification of families of Filipino veterans who served during World War II.

The "Protecting Sensitive Locations Act" amends the Immigration and Nationality Act to limit immigration enforcement actions within 1,000 feet of sensitive locations like schools and places of worship, requiring supervisor consultation and discreet conduct. Exceptions are allowed only in cases of national security or public safety threats or medical emergencies. The Act mandates annual training, detailed reporting of enforcement actions, and evidence suppression for violations, enhancing oversight and accountability in immigration enforcement.

The "Fair Funding for Rural Hospitals Act" amends the Social Security Act to set a minimum Medicaid Disproportionate Share Hospital (DSH) allotment for each state, ensuring more stable funding for hospitals that serve a large number of low-income patients. Starting in 2025, every state will receive a DSH allotment of no less than $20,000,000, adjusted for inflation in later years, regardless of other calculations or required reductions. This aims to provide financial stability to rural hospitals.

The "Carried Interest Fairness Act of 2025" changes the tax treatment of certain partnership interests, especially those related to investment management services. It reclassifies certain capital gains as ordinary income for partners providing these services, modifies the valuation and tax implications of partnership interests transferred for services, and introduces stricter rules to prevent tax avoidance. This act aims to ensure that income derived from investment management is taxed at ordinary income rates rather than more favorable capital gains rates. It also includes provisions addressing qualified dividend income, gains from qualified small business stock, and the treatment of income from special purpose acquisition companies.

The SECURE Firearm Storage Act aims to reduce gun theft from federally licensed firearms businesses by requiring them to secure firearms with hardened steel rods or locked safes/vaults when the premises are closed. It also mandates secure storage for paper records of firearm inventory and transactions and allows the Attorney General to set additional security requirements. Non-compliant licensees will face civil penalties, license suspension, or revocation.
