One of the biggest moves here is the push for 'Space Risk Reduction Measures.' Section 4 authorizes the government to work on international rules that discourage countries from creating space debris—the kind of orbital junk that can smash into a multi-million dollar commercial satellite and ruin your cell service. The bill specifically aims to identify if adversaries are planning to put nuclear weapons in space, which is a big 'no' under the 1967 Outer Space Treaty. The bill also leans heavily on teamwork. Section 6 authorizes 'Space Security Dialogues,' which are basically high-level strategy sessions with U.S. allies. The goal is to make sure our tech works with theirs—what the bill calls 'interoperable capabilities.' For a software developer or a manufacturer in the U.S. space industry, this could mean more opportunities to sell secure tech to friendly nations. It also helps build a resilient supply chain, so we aren't relying on rivals like China or Russia for the critical components that keep our satellites flying.
To make sure this isn't just all talk behind closed doors, Section 7 mandates that the State Department check in with Congress every year for the next three years. They have to report on what China and Russia are up to, including any intent to use ground-based lasers or other 'counterspace' systems to disable U.S. satellites. If there’s a major shift in an adversary’s capability, the Secretary of State has to sound the alarm to Congress within 30 days.
